In this memo from U.S. Ambassador to Israel Sam Lewis we learn that negotiations continued with Israel on the terms of withdrawal from Lebanon. A stumbling block was Israel's desire to maintain a security zone in southern Lebanon controlled by its Christian allies led by Saad Haddad. The Lebanese government objected to giving Haddad that role. A second memo from Nicholas Veliotes to the Secretary of State outlined ideas for handling the “Haddad problem.”
