Five months after the signing of the Declaration of Principles (DOP), Israeli Foreign Minister Shimon Peres and PLO Chairman Yasser Arafat met in Cairo to negotiate a first step toward a final agreement that would transfer civilian authority to the Palestinians in Gaza and Jericho. Israel was to retain control over security in both areas. Egyptian President Hosni Mubarak served as a mediator, and after two days, a deal was reached.
