UN General Assembly Resolution: Peaceful Settlement of the Question of Palestine

The General Assembly,

Recalling its relevant resolutions, including those adopted at its tenth emergency special session,

Recalling also its resolution 73/89 of 6 December 2018, entitled “Comprehensive, just and lasting peace in the Middle East”,

Recalling further the relevant Security Council resolutions,

Having considered the report of the Secretary-General submitted pursuant to the request made in its resolution 77/25 of 30 November 2022,

Recalling its resolution 58/292 of 6 May 2004,

Reaffirming the permanent responsibility of the United Nations with regard to the question of Palestine until it is resolved in all its aspects in accordance with international law and relevant resolutions,

Convinced that achieving a just, lasting and comprehensive settlement of the question of Palestine, the core of the Arab-Israeli conflict, is imperative for peace and stability in the Middle East,

Stressing that the principle of equal rights and self-determination of peoples is among the purposes and principles of the Charter of the United Nations,

Reaffirming the principle of the inadmissibility of the acquisition of territory by force,

Emphasizing the need for respect for the territorial integrity and unity of the Occupied Palestinian Territory, including East Jerusalem,

Recalling the advisory opinion rendered on 19 July 2024 by the International Court of Justice on the legal consequences arising from Israel’s policies and practices in the Occupied Palestinian Territory, including East Jerusalem, and from the illegality of Israel’s continued presence in the Occupied Palestinian Territory,¹

Recalling also the advisory opinion rendered on 22 October 2025 by the International Court of Justice on the obligations of Israel in relation to the presence and activities of the United Nations and other international organizations in the Occupied Palestinian Territory,²

Recalling further the advisory opinion rendered on 9 July 2004 by the International Court of Justice on the legal consequences of the construction of a wall in the Occupied Palestinian Territory,³

Reaffirming the illegality of Israeli settlement activities and all other unilateral measures aimed at altering the demographic composition, character and status of the Occupied Palestinian Territory, including East Jerusalem,

Condemning the firing of rockets against Israeli civilian areas,

Condemning all acts of violence and terror against civilians on all sides,

Calling for full respect for international law, including international humanitarian law and international human rights law,

Stressing the need for measures to guarantee the safety and protection of the Palestinian civilian population throughout the Occupied Palestinian Territory, particularly in the Gaza Strip,

Recalling the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949,⁴

Stressing the need to ensure accountability for violations of international law and to end impunity,

Reaffirming its unwavering support for the two-State solution of Israel and Palestine, living side by side in peace and security within recognized borders, based on the pre-1967 borders,

Welcoming the High-level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution and the endorsement of the New York Declaration,⁵

Welcoming the launch of the Global Alliance for the Implementation of the Two-State Solution,

Demands that Israel, the occupying Power, bring an end to its unlawful presence in the Occupied Palestinian Territory as rapidly as possible, cease all settlement activity and evacuate all settlers from the occupied territory;

Calls upon all States to distinguish, in their relevant dealings, between the territory of the State of Israel and the territories occupied since 1967;

Rejects any attempt at demographic or territorial change in the Gaza Strip;

Calls for the withdrawal of Israel from the Palestinian territory occupied since 1967, including East Jerusalem;

Calls for the realization of the inalienable rights of the Palestinian people, including the right to self-determination and to an independent State;

Calls for a just resolution of the problem of Palestine refugees in conformity with resolution 194 (III);

Requests the Secretary-General to continue efforts toward a peaceful settlement and to report to the General Assembly on progress.
