U.S. National Security Strategy 2025

(November 2025)

The revised U.S. National Security Strategy frames the Middle East not as a top strategic priority but as a region for partnership rather than intervention. With America now a net energy exporter and global competition shifting toward great-power dynamics, the traditional drivers of prioritization of the Middle East have receded. Regional trends—such as weakened Iranian influence, negotiated pauses and hostage releases in the Israeli-Palestinian conflict, and the potential stabilization of Syria—reinforce this transition. Going forward, the U.S. aims to encourage investment, technological development, and locally driven reforms while avoiding long military commitments. Core interests remain protecting energy flows, securing waterways, and supporting Israel’s security. The document casts the Middle East as increasingly stable and cooperative, crediting President Trump’s diplomacy with helping align Arab states toward peace.
