CIA Analysis of the Impact of Cancelling the Lavi on Israel’s Aircraft Industry

This CIA analysis found that canceling the Lavi fighter program would cost Israel Aircraft Industries more than $200 million a year and lead to roughly 3,000 layoffs, though many workers are expected to find jobs elsewhere in Israel’s high-tech sector or the military. The decision triggered sharp political backlash—Trade Minister Ariel Sharon and former Minister Moshe Arens blamed the Labor Party—but Labor’s polling actually improved, with its future fortunes tied to how well displaced employees are reabsorbed. IAI is redirecting resources to radar, early-warning aircraft, missile systems, and potentially increasing funding for the Arrow program. The Israeli Air Force, long opposed to the Lavi, can now focus on buying additional U.S. F-16s and F-15s, although budget competition within the military may still constrain procurement.
